Keld,

In response to your e-mail message, the process to update the table in TR
10176 can occur in one of the following ways:

1. Revision of TR 10176
You are correct that a revision to a standard does not require an NP ballot.
The Directives state the following:
6.2.1.5  The procedure of distributing the NP form for voting is not
required in the case of revision of a published IS.  Such revisions should,
however, be recorded in JTC 1's programme of work as items at Stage 2 (see
12.1) and should have target dates and priorities assigned as for other work
items.
The downside to this option is that the entire text must be reviewed as the
revision would be of the entire document (Unless it was agreed that no other
part would be discussed.  I don't know of WG20's experience with past
revisions.)

2. Amendment to the TR
This is an option that JTC 1 now offers.  The amendment could simply be the
updated table.  This would require an NP ballot, but it could include the
text along with the ballot and eliminate some ballot steps.  If we pursue
this option, I will examine further to see that best way to eliminate delays
and extra ballot steps.


It will be up to WG 20 to agree on the best way to move forward.  The SC 22
resolution used the word revision, but it also targeted the one table, so I
don't think the amendment approach would be out of line if it is easier.  I
have copied Arnold as there is some information included in this message
that was not part of our phone conversation on this item.
