SC 22 Chairman John Hill presided over the meeting and Sally Seitz of ANSI represented the Secretariat. Approximately 20 individuals attended.
The following nations were represented: Canada, Denmark, Germany, Japan, Netherlands, UK, and USA. With the recent addition of Italy, there are now a total of 19 P (Participating) Members of SC 22. It is possible that Russia and the Ukraine may change to O (Observing) Members, reducing membership to 17.
The following external liaisons were represented: Ecma International, and Free Standards Group.
The following SC 22 working groups were represented: WG 4 (Cobol), WG 5 (Fortran), WG 9 (Ada), WG 11 (Language independence), WG 14 (C), WG 16 (ISLISP), WG 17 (Prolog), WG 19 (Formal Methods), and WG 21 (C++).
As convener of WG14 I reported on the progress of the group over the past year. Once again I asked the Plenary for a resolution to make TR 18037 and TR 19769 freely available on the JTC 1 web store. This request generated the following resolutions.
Resolution 06-07: Free Availability of ISO/IEC TR 18037: 2004, C Extensions to Support Embedded Processors
JTC 1/SC 22 requests that ISO/IEC TR 18037 be made freely available with the following rationale:
ISO/IEC TR 18037 is not a standalone document. ISO/IEC TR 18037 is of little use without the base document ISO/IEC 9899:1999. The free availability of this document will promote awareness of existing JTC 1 work and will create sales of current JTC 1 documents. JTC 1/SC 22 believes that this request falls under the rules for the selection of criteria contained in JTC 1/SC 22 N 4114 (JTC 1 N 7269).
JTC 1/SC 22 instructs the Secretariat to take necessary administrative actions to make this document freely available.
Resolution 06-08: Free Availability of ISO/IEC TR 19769:2002, Extensions for the Programming Language C to Support New Character Data Types
JTC 1/SC 22 requests that ISO/IEC TR 19769 be made freely available with the following rationale:
ISO/IEC TR 19769 is not a standalone document. ISO/IEC TR 19769 is useless without the base document ISO/IEC 9899:1999. The free availability of this document will promote awareness of existing JTC 1 work and will create sales of current JTC 1 documents. JTC 1/SC 22 believes that this request falls under the rules for the selection of criteria contained in JTC 1/SC 22 N 4114 (JTC 1 N 7269).

I as co-convener of OWGV, reported on the progress of the group. It has conducted two meetings and is now assembling an initial draft document. Netherlands continues to be concerned that the scope of the project may be too large.
OWGV requested actions from SC 22 that were approved as follows:Currently, SC 22 is enforcing a JTC 1 rule requiring a 50% "turnout" for any ballot - even procedural ones - to be valid. SC 22 requested that it be permitted to lower the turnout requirement to 40% for non-project-related ballots, for a trial period of two years.
The next meeting of SC 22 is scheduled for 24-28 September 2006 in Singapore.
